At the end of the 17th century, Dutch colonists were the first to keep prisoners political in the 17th century on Robben Island. The Brits adopted their model one hundred years later. In the same time frame, the island also acquired whaling stations, a leper colony, and an animal quarantine facility. In the latter half to the end of the 19th century, Robben Island was home to those who were unwelcome in everyday life, the "mentally ill" homeless, the alcoholics, and prostitutes who had sexually transmitted diseases. They were held and treated in primary conditions up to 1931.

In the late 19th century, Robben Island became a military base and was used for military purposes until it became a military base after the Second World War. Visitors who visit Robben Island today can still see Fortifications, artillery, and forts.
